  • An SBD can only come into life if it is approved by a majority vote of its affected residents. It can only be on a future ballot if various steps are taken in accordance with the rules and regulations governing these bodies from both the State of Missouri and the City of St Louis. These steps include filing a petition at the Board of Alderman seeking an opportunity to start the process of seeing if resident engagement would support the initiative. If all the required steps and communications occur, the initiative would be eligible for inclusion on a future ballot.

  • An SBD rate is determined annually by a nominated board of residents meeting various criteria, subject to the approval of the mayor and input of the Board of Aldermen. The max rate allowable for a Missouri SBD is .85 per $100 of assessed value of real property. However, the rate decided is usually much less

  • No. The services provided by the SBD are on top of the services already provided by the functions of city government. The goal is not to duplicate any services already covered.

  • The SBD meets on a regular basis — typically once per month. Meetings are open to the public and all residents are welcome to attend.
